WHO WE ARE

The Department of Supervision of Social Services at the Ministry of Social Security and Labour is a government-funded institution actively involved in the implementation of the national social security policy. The department contributes to the mission of its founder, the Ministry of Social Security and Labour of the Republic of Lithuania, and strives to implement the established goals and objectives.


WHAT WE DO

The goal of our activity is to ensure successful integration of target social groups into society, help to protect their rights, decrease their separation from society, and to reduce domestic violence. We are also responsible for quality control.


MISSION

The mission of the Department is to ensure successful integration of various social groups into society, to reduce poverty and social exclusion of people from social risk groups, to evaluate and control the quality of social services.

KEY GOALS AND OBJECTIVES 

- to evaluate, supervise and control the quality of social services in national and municipal levels;

- to take part in the implementation of the governmental policy on social services;

- to implement governmental social programmes, instruments and/or projects;

- to ensure the functioning of the certification system of social workers and the professional skills improvement system of social workers and personal care staff.


ACTIVITIES

The main activities of the department:

- Quality assessment, supervision and control of social services
- Implementation and monitoring of social program measures
- Accreditation of social service institutions
- Selection and administration of projects for the implementation of social program measures
- Selection and administration of investment projects in the field of social security of social service institutions
- Organization of certification of social workers, improvement of professional competence of social workers and individual care staff


The social services supervision department performing the tasks assigned to it performs the following functions:

 1. Quality assessment, supervision and control of social services:
- provides methodological assistance in the application of social care norms;
- provides methodological assistance on the application and control of general social services and the requirements for accredited social care;
- monitors and evaluates the quality of social care;
- issues licenses for the provision of social care, suspends and revokes them, supervises and controls the observance of licensed activity conditions;
- performs the accounting of licensed social service institutions providing social care;
- develops common practice of application of social care norms and requirements for general social services and social care.

2. In the field of administration of social programs, measures and projects:
- implements social programs at the state and local government levels (in the areas of social benefits, employment promotion, social inclusion (solidarity), family policy strengthening programs);
- organizes, coordinates, chooses and manages projects for the implementation of social program measures;
- organizes, coordinates and implements the accreditation processes of institutions providing social services;
- organizes, coordinates and supervises the implementation of state social programs, measures and projects, analyses and evaluates the use of funds allocated for state social programs, measures and projects;
- evaluates, summarizes and submits information on the results of the implemented social programs, measures and projects and proposals regarding the allocation of state budget funds for the implementation of social programs, measures and projects to the Ministry of Social Security and Labour of the Republic of Lithuania;
- evaluates the implementation of social programs, program measures and projects – the implementation of activities funds are allocated and the targeted use of state budget funds for;
- chooses and manages investment projects in the field of social security of social service institutions, inspections of these projects;
- regularly monitors the implementation of state social programs, measures and/or projects. 

3. Certification of social workers, organization of professional development for social workers and individual care staff:
- monitors the professional development needs of social workers;
- initiates the development of new professional development programs for social workers;
- introduces introductory professional development programs for individual care staff;
- coordinates and chooses professional development programs for social workers and methodological centres for social work;
- evaluates the activities of social work methodological centres;
- organizes and performs the attestation of social workers;
- organizes the recognition of professional qualifications of social workers;
- provides methodological assistance to institutions and organizations regarding the improvement of professional competence of social workers and evaluation of practical activities.


HISTORY

On 7 October 1998, the Supply Centre for Care Institutions was reorganized into the Department of Supervision of Social Institutions and Audit at the Ministry of Social Security and Labour, i.e. the governmental institution for administration and auditing.

In 2006, the Department of Supervision of Social Institutions and Audit was reorganized into the Department of Supervision of Social Services at the Ministry of Social Security and Labour with a mission to evaluate, supervise and control the quality of social services, to participate in the implementation of the government policy concerning social services and the implementation of government social programmes, instruments and projects.


HUMAN RESOURCES

The structure of the social services supervision department (SPSD) is formed according to the functions assigned to it. To ensure the proper performance of the department's functions, it is constantly being improved. The main task is to optimize the department work so that the existing work resources and allocated funds can cope with the increasing workload.

The department pays a lot of attention to staff training. Special attention is paid to the development of computer literacy and foreign languages of employees, vocational training regarding the functions performed by employees.
