A person returning to Lithuania must submit the following documents to the Department of Social Services under the Ministry of Social Security and Labour (hereinafter referred to as the Department of Social Services):

  • A free-form reasoned request. 
  • For political prisoners and deportees, a document issued by the law enforcement institutions of the Republic of Lithuania (a copy of the rehabilitation certificate) confirming the restoration of their rights or a copy of the status certificate of a political prisoner or deportee issued by the Genocide and Resistance Research Centre of Lithuania.
  • For children of political prisoners and deportees, copies of documents proving kinship and a copy of the status certificate of a deportee or political prisoner issued to one of their parents by the Genocide and Resistance Research Centre of Lithuania or a copy of the rehabilitation certificate issued to one of their parents by the law enforcement institutions of the Republic of Lithuania.
  • Copies of documents confirming the identity and kinship of all family members of the returnee who have permanently returned to Lithuania.
  • Documents proving the declaration of residence in Lithuania.
  • Legalisation and translation of documents issued in foreign countries into Lithuanian:

 

Legalisation and translation of documents issued in foreign countries into Lithuanian:

  • Every single document issued by foreign states and every single document certified by a foreign state in a notarial or equivalent procedure must be legalised or certified by an Apostille, unless international treaties of the Republic of Lithuania or legal acts of the European Union provide otherwise.
    • This provision does not apply to travel documents and in cases where there is no possibility to legalize or certify documents with an Apostille in a foreign state or part of a foreign state affected by a humanitarian crisis.
    • Official documents issued in the Republic of Moldova, the Republic of Estonia, the Republic of Latvia, the Russian Federation, and Ukraine are exempt from legalization or certification with an Apostille.
  • All documents written in a foreign language must be translated into Lithuanian and certified by a person or institution with the right to certify translations from one language to another, excluding travel documents.
